U.S. Domestic Politics and Economic Security Policy: The Case of TikTok Regulation

With President Trump’s return to the White House in 2025, concerns over the intensifying hegemonic rivalry between the United States and China have grown. However, it is difficult to interpret U.S.-China tensions as a “new Cold War” analogous to the U.S.-Soviet relationship during the Cold War era. This is partly because it remains unclear whether the Trump administration truly regards China as a genuine military-security threat. This article examines the legislative, judicial, and executive debates surrounding the regulation of TikTok—a policy that Trump once strongly supported but later reversed—to highlight the importance of understanding the dynamics of U.S. domestic politics in interpreting international conflicts like the U.S.-China rivalry. Trump’s ambivalent stance on TikTok regulation appears to reflect factors often overlooked in international relations analysis, such as electoral strategy, domestic political polarization, and TikTok’s lobbying efforts. These findings caution against treating the structural variable of U.S.-China conflict as a fixed constant.
