Identifying Emerging Actors and Arrangements in the Evolving Environment Governance in Southeast Asia

초록

This article explores the evolution of environmental governance in Southeast Asia and seeks to complement the existing literature on the issue. Existing literature on environmental governance in Southeast Asia, similar to other literature on regional cooperation in Southeast Asia, has primarily focused on the cooperative process driven by government policies and intergovernmental relations. However, this trend fails to adequately reflect the recent institutional evolution of environmental governance in the region, which encompasses not only intergovernmental cooperation but also efforts by non-governmental actors and private organizations to complement or overcome these challenges. This article discusses the complex evolution of environmental governance in the region, examining the nature and limitations of both complementary and alternative governance mechanisms that have been emerging to address the challenges and limits associated with the current form of intergovernmental environmental cooperation in Southeast Asia.
