환경관련 R&D예산의 효율성 제고 방안:관련 기관들의 역할 재정립 방안 중심으로

초록

Korean environment related R&D budget management shows weakness in several areas. Firstly, while many government agencies are involved with this task, the network that facilitates their systematic and harmonized functioning doesn't exist. Secondly, dissemination of newly developed technologies is retarded due to lack of administrative support such as prompt value assessment, and proper guidance on technology demand. This paper make the following suggestions focusing on the reallocation of roles and mandates of related institutions: Firstly, Korea Institute of Environmental Science and Technology must focus on overall planning and overseeing various related institutions regarding the dissemination of newly developed technologies and allocation of government financial support. Secondly, other functions such as technology value assessment and technology marketing and trading would be better handled by Environmental Management Corporation and Korea Environmental Industry Association respectively. Finally. establishment of a basic environmental research institution that can provide firm base for more applied and commercially oriented research is imperative.
