북한에서 시장의 활용과 통제: 계륵의 시장

초록

The market was introduced as the one of the means for solving the economic crises in North Korea. But the market submits the some questions the North Korea have to solve. I call it as 'the challenge of market'. 'the challenge of market' doesn't mean the just economic affairs as like finance, monetary, price and so on. The economic changes said to be 'the basic cause' are bringing about change of the every life of North Korean people and the society. With these changes, the formation of new human relations, the increasing the materialistic value and social problems are produced. As the confronting these challenges, the North Korean government is strengthening its control through the political force. And the focus of this control lies on the market. However, it is difficult to look it as only political one. Under the circumstances that is impossible to shut down the market, North Korea mobilizes the various control systems from the economic methods such as development of economic theories and reform of the economic management for coexistence with market to the political and coercive controls. But more importantly, in the current situations, the successful control on the market must be impossible without the 'normalization of production' and the expansion of the state supply. The reason is that the market introduction was caused by the short supply of state and this is now on. At present, it can be said to define as the 'management of market' and to replace the market not bring over plan's side with control. It can be called 'the politics of market management'. And it is likely to produce new 'dilemma of the future'. Because 'the challenges of market' and 'state response' will produce another dilemmas to be solved in the future.
