Does Women’s Economic Empowerment Support Saudi Economic Growth?

초록

Saudi Arabia has recently expanded female economic participation as its key policy of Saudi Vision 2030. We employ the longest available time series data of Saudi national female labor market participation rates since 1999 to analyze the economic effect of Saudi women’s economic empowerment, in contrast to the previous studies that use female labor market participation data, including foreign workers. An empirical study using the novel data on the Saudi labor market and population from several Saudi official statistics discovers three findings: 1) Oil dependency has a strong negative relationship with the degree of Saudi national female empowerment, 2) The Saudi national female labor market participation rate has statistically positive relationships with economic growth measured in real GDP per capita, and 3) The substitution effect between Saudi national workers and non-Saudi workers is statistically insignificant. Despite the recent policies of the Kingdom to substitute migrant workers with Saudi female workers, increasing Saudi women’s labor participation actually leads to more demand for non-Saudi workers.
