무역조정지원제도의 경제적 효과와 정책적 함의: 미국 TAA 프로그램 사례 연구

초록

This paper examines the political economy of compensation in the context of US trade policy. The purpose of the study lies in assessing the economic effect of US TAA program and deriving some practical policy implications out of it for the Korean government. Major contents of the program and its performance over 40 years are analyzed from both normative and positive perspectives. The best rationale for the program was sought for with the review of the existing evidence. Trade adjustment assistance, in the form of TAA, is likely to remain the chief channel by which displace workers in the United States are compensated for their losses brought by expanding freer trade. The results of the study could provide a useful information regarding the efficient introduction and operation of the TAA system in Korea.
