초록
This study focuses on the essential error of the system in which differences in the value of votes that exceed the limit imposed by the judiciary may occur due to the population criteria used for congressional redistricting. Current congressional redistricting system can engender differences in the population composition between legislative districts. In South Korea, where “citizen population” is currently used as the criteria for congressional redistricting, a difference in the value of votes exceeding twice the set number has occurred due to the different number of “citizens under the age of 18” in each legislative district during the 21st National Assembly election. The key issue on the fundamental goal of the one-vote, one-value principle presented by studies on Evenwel v. Abbott suggest that changing the criteria for congressional redistricting in order to make the value of votes equal may cause social side effects due to the dilemmatic nature of the system. Therefore, the view according to which plans to solve the problems observed in South Korea can be derived only when consensus on the issue in principle is preceded has been supported.
